It says:"Ghost Mount Starting Statistics: Type animal (phantom)" and "This spectral companion functions like a spiritualist’s phantom companion, using the ghost rider’s cavalier level as her effective spiritualist level."
So does it work on this Archetype?

Prerequisites: Animal companion class feature or familiar class feature.
Benefit: The abilities of your animal companion or familiar are calculated as though your class were 4 levels higher, to a maximum effective druid level equal to your character level. If you have more than one animal companion or familiar, choose one to receive this benefit. If you dismiss or lose an animal companion or familiar that has received this benefit, you can apply this feat to the replacement creature.
Special: You can select this feat more than once. The effects do not stack. Each time you take the feat, it applies to a different animal companion or familiar.
The Phantom class feature doesn't meet the 'Animal companion class feature or familiar class feature' prerequisite as it is neither of these features.
The term 'animal companion' should be read as referring to the specific 'animal companion' class feature (or the companion it grants) and not any 'companion' that happens to be an 'animal'| DeathlessOne |
As written, the feat 'Boon Companion' only applies to familiars or animal companions. It would not function for a phantom, an eidolon, or other companion creature not explicitly an animal companion or familiar. However, it is a common house rule to allow it to function for those creatures, as Boon Companion was written LONG before those other classes were designed. I personally use that house rule at my table.
So, short answer: It doesn't work.

Technically no, because there was never intended to be a way you or anyone else can just gain an phantom like anyone could gain an animal companion with Animal Ally. That said, occult came out way late in the game and there was never really any expansions that came to it, so you could house rule in a similar feat to Boon Companion, but the cavalier will only be able to use the feat if he is multiclassing with something other than spiritualist.
