I'm assuming that you are meaning one of the Kitsune heritage options that gives a fox form instead of a tailless form - such as Earthly Wilds.
The fox forms use the effects of Pest Form which has the Polymorph trait.
The Polymorph trait answers the questions. Your gear is absorbed into your new form (though its numerical bonuses and other permanent effects continue to work), and you can't use manipulate actions that require hands. You also can't talk or cast spells or activate items.

If you turn into a full on fox, yes. You'd only expect to keep your clothes on when you're a fox-person hybrid, or if you turn into a humanoid alternate form.
Okay right, that. That's the context for my original question.
You're in a totally human form, then you switch back to a humanoid-fox. Does the humanoid fox have paws or feet? And if paws, what happens to the shoes?

Wait...so in fox form, you're basically useless except as a claw-machine? And you're naked?
Oh no wait, pest form says no strike actions. So then totally useless.
EDIT: Ack, yes I meant tail-less form. So like, humanoid fox person -> human and back again.
Yeah, Pest Form is not terribly useful. Some use in tight areas. Depending on GM maybe some use in infiltration missions.
The default hybrid form and the tailless form are pretty much mechanically equivalent as far as equipment goes. You should be able to choose the details of the description yourself.

In my group, kitsune tend to use their fox form for scouting and infiltration, because if you fail your stealth check, you still have a deception check to be spotted, but interpreted as errent wildlife rather than a spy gathering intel, so at least in my tables it's pretty dang helpful.
I just recently used it in a game to scent track and just demorphed once I was within visual range
