You can gain access by picking up adopted ancestry: Humans at lvl 3 general feat and then using level 5 ancestry feat to pick up unconventional weaponry, which allows you to choose an ancestry specific uncommon weapon and gain access to it.
You can replace the level 5 ancestry feat with using a level 7 general feat Ancestral Paragon to pick up that unconventional weaponry instead, if you prefer.

Alas, that does not work. Look at the Adopted Ancestry feat. It covers common ancestries only.
You can also get adopted by Leshies, Iruxi and Hobgoblins with the General Boon called Ancestral Adoption I.
But there has not been an Ancestral Adoption II boon, so there are no kobold options currently available via Adopted Ancestry yet.
TL/DR: You can currently have kobold adopted by goblins, but not a goblin adopted by kobolds.
