These buildings were included in the first edition of Kingmaker. However, I do not see them in the new version.
* Bureau
* Cistern
* Everflowing Spring
* Foreign Quarter
* Magical Academy
* Moat
* Monastery
* Observatory
(Other buildings had their names changed. For instance, the caster's tower became the arcanist's tower. But they still got carried over to the new edition, albeit with new names.)
One might argue that the foreign quarter was made obsolete with the inclusion of the embassy. The other buildings, however, do not appear to have a replacement building in the new edition.
The moat is a (historically traditional) defensive feature that is not otherwise covered in the new edition.
At least one other Adventure Path that I can think of has included an observatory. Also, let's not forget the obvious lead in to Pathfinder's cousin, Starfinder. Finally, there's also the Cthulhu Mythos entities and the resulting clerical spheres involving the stars and deep space...

RU2. RUSHLIGHT FESTIVAL GROUNDS
If the PCs build a settlement here, the permanent structures on the festival grounds grant a free Cistern and one lot of Houses. In addition, the presence of the coliseum halves the cost of building an Arena in the settlement.
Does this quote mean that cisterns were intended to be included, but were somehow forgotten?

I plan to discuss each of these missing types of structures, in turn. Since the Cistern is specifically named in the new edition of the AP (even if only by accident, I presume), I'd like to discuss the possible 2e stats for this structure first. ;-)
I'd keep the cost of 6 RP and the original size of 1 lot.
Before discussing the commodities used, I'd first like to point out there are two main types of cistern. There's the "pond" type of cistern, an open area that is deliberately flooded to serve as an open-air water supply. An there is also the water tower type of cistern.
For the pond version, you'd just need some Stone, or maybe just some Lumber (along with a healthy amount of dirt and rocks) to make a suitably large dam. That's also a sure and certain call for the Engineering skill, by the way. ;-)
For the water tower, you'd need either some Lumber or some Stone (in the form of bricks with water-proof mortar or cement). But in this case, I'd let you slide on the skill and substitute Defense instead of Engineering.
Considering how primitive the "pond" version is, and how essential any type of cistern would be, I'd place this at level 1, and I'd give it a DC of 15, to match all the other level 1 structures.
So, we're looking at 6 RP, either 1 Lumber or 1 Stone, built using either Defense or Engineering, with a DC of 15.

Oh, yeah, the benefits...
I'd have this structure give your settlement a +1 item bonus versus certain events, such as a fire or to survive a drought. I'd appreciate some help on wording this specific one, please.
