A buddy of mine has two oath bound paladin levels for divine grace.
His alignment is chaotic neutral.In my opinion there is nothing in the rules saying an oath bound paladin can have an other alignment.
What is your opinion?
Correct: Nothing in the Paladin Oaths overrides the class alignment restriction, so they still have to be Lawful Good (unless they have an archetype that alters the alignment restriction).

Oath Bound Paladin is more restrictive than a base paladin not less.
Your buddy never qualified to become a paladin since he isn't lawful good. Or if somehow he was lawful good, and his alignment change he has also simultaneously lost his paladin class features (as noted in the base class) because he isn't lawful good.
There's nothing to get around this.
Why would this person remotely believe his doesn't need to maintain LG alignment?
There are paladin archetypes that do remove the alignment requirement, but Oathbound isn't one of them.
The first one that jumps to mind is the Gray Paladin archetype, but that merely loosens the requirements to include Lawful Neutral and Neutral Good.

I'm in agreement with the others.
There is no opinion necessary to offer here. Unless there is something that explicitly allows his alignment (I personally know of none for his specific alignment), he CANNOT be a Paladin (or retain his powers) if his alignment is not Lawful Good.

It's possible they're playing a GREY PALADIN. They have less alignment restrictions, though CN would still be a violation of their code ans they'd lose their powers.
The only other thing I can think of is GM fiat. When I introduced my friends to DnD back in the day my GM and I intentionally decided to do some things off-book to show the other players how tabletop gaming is different to computer games. I played a Chaotic Good Paladin specifically to show that this medium allows more flexibility with rules than things like computer games. It's possible this is a character choice that the GM has approved.

Technically a paladin can have any alignment. But if they are not Lawful Good (or an alignment allowed by an archetype), they lose most of their class features. So, the buddy’s character can be chaotic neutral, but is not going to get divine grace, or most other paladin class features.They also can no longer gain levels in Paladin (not that this would be a 'good' idea anyway, given the loss of class features):
