I'm interested in people's advice and experience. I moved to in a fairly small town (Nevada City, CA) in 2019 and getting people pre-covid was challenging but now that the disease has receded somewhat in my area and things are moving ostensibly to normal, I've had a devil of a time finding people - I ran about a month and a half of a kids and adults game but I get no nibbles from meetup or from my seeking players post here or from my posters around town.
(and definitely believe in Covid safety, I'm fully vaccinated etc).

Are there any local game stores that have players? I moved to a smaller town fairly recently myself and was only recently able to find some folks by just happening to swing by the only game store in town at just the right time (thankfully the store owner knew the times the games were happening). Turns out they had a discord and now I'm connected to a ton of local gamers.
I should add that I put a poster up in the game store as well and didn't get any nibbles before I was able to get in touch with the players in person, but I think that was because they were all involved in their own games.

I haven't had an in-person game for years now, and played more over the pandemic than I probably had in the six or seven years before lockdown hit. Online play is perfectly comfortable, and is often both easier to manage and significantly cheaper (no minis!) than something at a physical table.
Looking for a niche hobby in a small town, amid times where meeting up is still very scary to a lot of folks, is going to be troubled. If there isn't a local game shop, library, or Barnes & Noble (where some organized play for 5e takes place, if nothing else), your best bet is either building a group out of non-gamers or settling for online play.

There a local game store. They're sympathetic and when I had three interested, we played a couple games there. But they are heavily magic oriented so I haven't found people there yet.
I have an active play-by-post here (4k+ posts etc) but it's hard beat real life imo. I have a lot of trouble with zoom/roll20 games, from technical to video affecting my eyesight badly, giving me ocular migraines and such. So sure, that stuff is comfortable for some people.
