10th level spells and features that reduce spells per day

How do 10th spell slots work with features such as the adjustments made by the Wellspring mage Class Archetype that reduce spells per day by 1?
No Class gets more than 1 10th level spell slot with out taking a feat and the adjustment says "Reduce your number of spell slots of each spell level by 1." does this mean that a Wellspring Mage cannot cast 10th level spells at all without the feat that would grant them a second slot?

I doubt not getting 10th level spell slots is the intended interaction.

I would apply "specific beats general". Wellspring alters your spellcasting class feature but the 10th level slot at level 19 comes from a separate class feature and I would have that overrule the Wellspring dedication.

Flexible prepared casters get

"* Your class most likely has a class feature that gives you a single 10th level spell slot that works a bit differently from other slots. If so, flexible spellcaster doesn’t change the way that spell works."

I would assume the intent is the same for spontaneous casters and wellspring.

It is also arguable that you get level 10 spells from a class feature rather than your class. But that is a semantics argument given that technically spellcasting is also a class feature and the class gives both.
