Whats the cheapest way to get returning or something that has a similar effect for a thrown weapon? I could of sworn there was some sort of belt or weapon attachment or something that could give you such an ability but I can't for the life of me find it or remember the name of it for that matter. Any help that could be provided would be great. Thanks in advance!

Are you perhaps talking about the blinkback belt?
This should not only cost less then a +1 returning weapon - 8,000 gp + masterwork and base price (not to mention it can be used with more then one weapon) it also return the weapon right after the attack is resolved unlike returning which bring it back only at the start of your next turn (and only if you stayed put)

I don't know the belt in question. The cheapest way would be a CL1 scroll of Returning Weapon. If you want to go even cheaper, be a Vigilante or a Magus; they respectively have a Talent or Arcana that allows them to throw weapons & have them return as per the Returning quality. There's also Hand of the Apprentice, a Universalist Wizard ability to throw a melee weapon up to 30' and have it return to you.

Blinkback belt or Sharding weapon are the best options.
The problem with Blinkback belt is that if you have multiple thrown attacks per round, then you need multiple weapons, which can be expensive if they are all enchanted. You will also need the Quickdraw feat.
Sharding weapons are more expensive, but negate the need for multiple enchanted weapons and the quickdraw feat, plus leave your belt slot open. Their drawback is a 10' range increment.

The "cheapest" (monetary) way to get a "returning" effect on a thrown weapon is Quick Draw + Martial Focus + Ricochet Toss.
Note that when you can afford it, a belt of mighty hurling* is quite useful.
*- or the greater version, if you are already high-level (and grants returning to all weapons thrown by the character)

Really long, possibly elastic, weapon cord...
it's already a listed weapon
(what puzzles me is it has a 12 ft long rope but list the range as 20 ft..)

base square, plus 12' due to the rope, plus length of an arm = 20'

Technically, with a range of 20 feet listed, that means you can actually throw it 100 feet (5 range increments). It's listed the same way as a net, but the net's description specifically says it has a maximum range of 10 feet.
Rope dart lacks any such wording, but common sense would tell us that attacking a target farther away than 12 feet would mean you obviously aren't holding the trailing rope. In addition, it has no weight, even though it's listed as having at least a 10 foot rope attached, which should be at least 2 pounds. Even harpoon has to take its trailing rope into account, but not this apparently. I would probably not have a problem if they had used the term cord or braid or thin line, but they just say rope.
