Far from it.
From another thread in General Discussion about this book :
A list of errata on reddit

LOL Well it's not really a change for Valet and Independent but what's the issue with mounts and an action when not commanded? What would be different from an Mature Animal Companion being used as a mount and their free action a round when not commanded? Or do animal companions used as mounts not get to use that free action?

It's pretty obviously just a targetted sprite nerf as it was cheap and quick to get (ancestry 1) and was immensely useful for action economy. ACs aren't included because at that point you've sunk class feats into it.

Yeah I've played with THREE different Sprite characters online recently, taking advantage of the extra no-cost movement.
Anytime Errata gets issued I dread how Society Leadership will handle it. I've had several characters retired early because they became nonfunctional after an Errata when Leadership refused to offer any rebuild.
Sprite is a pricey Boon. So I imagine this will give a lot of people a headache.

Well that's all fine and good but IMO it should be then errata on the sprite feat instead of the familiar ability. That way you could have some internal consistency and it could be possible for a future feat for the sprite that could allow it to work at a higher level.

The Designers probably wanted to issue a blanket change to futureproof against other tiny Ancestries riding Familiars.
*shrug* Well a blanket change for any SMALL+ familiars, so that's some pretty niche futureproofing.
It just FEELS off as there isn't a logical in game reason for it [IMO], just a balance one: it'd feel better to me if it was something different about the corgi then something different between actions without command depending on what type of minions you have...
But I really don't have a dog in this fight [pun intended], as I'm not playing [or planning on playing] with a corgi: I don't like making my familiars targets is possible. ;)

Harder-earned PFS-wisdom : unlike virtually any other consumer industry, where businesses issue recalls/refunds/returns when they do something wrong, Paizo often instead goes with a "Naw, your time/energy/money isn't worth compensating with our time/energy/money" philosophy.
Allowing a free rebuild to correct this doesn't cost Paizo anything, but I predict that's still too costly for them.

Its actually not THAT bad in my opinion
I play with one GM who had ruled this way in the past (the rules are ambiguous). With that GM. my corgi familiar took extra speed instead of independent.
While extra speed is NOT as useful as the free action movement having (essentially) a move speed of 80 once a round is still pretty darn nice and very much worth the cost of the ancestry feat.
