Given the following FAQ:
Half-Elf or Half-Orc: Can a character of either of these races select human racial archetypes (such as from Advanced Race Guide)?
Yes. Half-elves and half-orcs may select racial favored class options, archetypes, traits, and so on, as if they were a full member of both races (a half-elf can select elf and human rules elements, a half-orc can select human and orc rules elements).
Edit 9/26/13: This is a reversal of an earlier ruling. This resolves a discrepancy between this FAQ and two Advanced Player's Guide FAQs.
If a human takes racial heritage half-elf does he qualify for elf racial archetypes?

Yes… however, given the fact that Racial Heritage has a prerequisite of Human anyways it is a bit of a non-issue… everyone who could take Racial Heritage will already count as human for all effects that rely on race (either because they are human or because they are a half-elf/half-Orc). Choosing a half-race with racial heritage would only create problems if the feat weren’t restricted to humans (and half-races).

No.
Because the ability for half-humans to count as both races is due to a racial trait. Just as you wouldn't get Skill Focus/the Adaptability racial trait when taking Racial Heritage: Half-Elf, you do not get the Elf Blood racial trait.
Elf Blood: Half-elves count as both elves and humans for any effect related to race.

not for elf, no.
you will count as both humanoid(human) and humanoid(half-elf). but only for things that specifically ask for ether humans or half elves (or humanoids in general).
for example you'd be able to take a half-elf racial trait or feat. or a human's.
but without the 'elf blood' half-elf racial trait (not to be mixed with the trait (race) from the optional trait rules) you are not counted as an elf, so you can't take any elf specific options (say the calamity caller archetype)
