Practically speaking, bullets usually come pre-packaged with gunpowder in a cartridge, which allows for the quick reloads of most guns, see the explanation here. You wouldn't really be able to poison the rounds because the paper would interfere with that. You would have to specifically craft bullets with poison on them, before wrapping them in paper, and then hope the explosion of the black powder doesn't destroy the poison when you fire.
Rules wise, there's nothing suggesting you can't I guess?
