My home brew campaign’s religions are currently a mess, and I’m looking for some in canon sources of creatures that can be worshipped and grant access to domains. I remember reading about a few of these that can give out domains and limited spellcasting (like up to 5th level, but I’ll take any that grant full 9th level spell access too) but I’m having trouble finding them. I’d take a list, but even individual instances of this would help me have a starting point for my current project.

PS: I know a number of Emphenral Lords and such grant spells, looking more for things under 20 HD.

There's a whole bunch of creatures that are considered "quasi-deities" that grant spells. Nascent demon lords, qlippoth lords, and the malebranche are the biggest contingent by far. Those are all specific individuals. But all of those that are statted out are in the CR21+ range.
There are a few "general" creatures who can grant spells and domains. (All members of the race, not just specific individuals.) A Green Man has 34 HD and a Conqueror Worm has 28, though. The only ones I can think of that fall in your range are an Elder Deep One or an Owb Prophet.
You are probably thinking about people/creatures with the Divine Source mythic path ability. That ability allows you to grant spells, but only up to your mythic tier. The only ones I know of that have been named as having that (or the more limited Seat of Power mythic ability) are two of the hero-gods of Iblydos: Kelksiomides and Psomeira. They aren't statted out (so no HD or anything) but Psomeira does grant a maximum spell level of 8.

Owb Prophets probably allow the most flexibility... mess with their Forsaken Patrons to customize your pantheon of deific monsters... like Reshmit, which gives you an aura that makes people lose prepared spells. Plus, at-will quickened Shadow Step is just fun. Definitely use Owb Prophets any time you have a chance...
