Extending secondary conditions

I have a player that is looking for a means to extend a secondary spell effect ... the staggered condition from frigged touch to be precise. My current answer is no. but I am curious.

Hitting something with frigid touch again will extend the stagger. Being on a timeless plane would extend the effect until they left.

Agreed with willuwontu. Can't think of any way to extend an instantaneous spell effect.

Roll a 20, then it extends to a minute :D
