Description says it is a steel shield though.
Is the bulk right?

Engraved that much it didn't remain much of a steel shield.

That's why it's bulk is L instead of 1.

Jk apart, I'd stick with the specific item Bulk ( though it might receive an errata at some point).

Specific items can be unique from their base in various ways. I would hazard that this is intentional because they wanted to emulate the lightness of a forcefield.
