Precise Aim (Ex): At 3rd level, when attacking with a light or one-handed piercing melee weapon, an arrow champion can add her swashbuckler level to the damage she deals, as the swashbuckler’s precise strike deed. She can also add one-quarter of her swashbuckler level to the damage dealt when attacking with a bow, but the target must be within 30 feet of her. As a swift action, an arrow champion can spend 1 panache point to increase the range of the effect to her bow’s first range increment. Unlike a normal swashbuckler, an arrow champion cannot spend panache to double the extra damage.
Precise Strike: At 3rd level, while she has at least 1 panache point, a swashbuckler gains the ability to strike precisely with a light or one-handed piercing melee weapon (though not natural weapon attacks), adding her swashbuckler level to the damage dealt. To use this deed, a swashbuckler cannot attack with a weapon in her other hand or use a shield other than a buckler. She can even use this ability with thrown light or onehanded piercing melee weapons, so long as the target is within 30 feet of her. Any creature that is immune to sneak attacks is immune to the additional damage granted by precise strike, and any item or ability that protects a creature from critical hits also protects a creature from the additional damage of a precise strike. This additional damage is precision damage, and isn’t multiplied on a critical hit.
so as a swift action i can perma make my precise aim have the full increment of my bow?

It seems to reference (in the last sentence, the one after you bolded) the second para of precise strike, which you didn't quote above:
As a swift action, a swashbuckler can spend 1 panache point to double her precise strike’s damage bonus on the next attack. This benefit must be used before the end of her turn, or it is lost.
While it doesn't repeat the exact wording, that's where it comes from. And as you said there is no duration listed.

Precise Aim is an alteration of precise strike, not a replacement. Increasing the range is a replacement for dealing double damage so it probably has the same duration.
An unlimited duration makes no sense because it requires a swift action. If it had an unlimited duration you would not need to spend an action swift or otherwise. Since it has no listed duration it would be equally valid to assume it has no duration as it has an unlimited duration. Neither a unlimited nor no durations make sense so it would be reasonable to assume it has the duration of the ability it replaced.
