Hey everyone!
I can’t be the only one going crazy looking for settlement levels in PF2E. It’s mostly in regards to crafting and items that I ask for some concrete settlement levels. It’s always a toss up on what level items are available at a given place, I remember having the same problems in 1st Edition. If there is an official list out there and I haven’t found it somehow please let me know! I’m sorry if it sounds like a complaint but it would certainly help clear some things up for my group and I if there was just a list, for example; Absalom - Settlement level 20. Katapesh - Settlement level 13, etc. thank you for reading, I’m on mobile so forgive any mistakes lol.

They make them as they need them in APs and adventure.
They might do a big "Lost Omen Settlements book one day, but they will most probably just do them one by one, assigning them levels as they need for the particular story they wanna tell.
We will most certainly get that at least in the Absalom book that is coming, at least for that one city.
The Otari gazetteer in Abomination Vault also shows that a city level 4 can still have a shop lvl 5 that has a slightly higher lever, and some shops that have it lower (like the lvl 2 farmer market).

As with monsters and NPCs, stat block for cities have an underlying structure (see the Gamemastery Guide for how to build them) but are pretty flexible in exactly how they're presented. I for one am a huge fan of city stat blocks (I was the original author for them back in 1st edition) since cities can absolutely have personalities just like people, but they do take up space and not everyone is equally fond of these things, alas.

As the APs continue they get a lot better with it.
It is a shame we didn't get settlement levels in the world guide. But I doubt it was realised as clearly as it is now.
Maybe with the magic item shop book? I wager we will have to wait for books specific to each region though.

If the Mwangi Expanse book doesn't have them, we may never get them apart from AP modules, etc, which I'd be sad about.

If not entire settlement stat blocks, I'd definitely like to see more examples of special traits for settlements, like Otari's Trinket Trade. As someone who's started branching out from APs into making their own campaign material, figuring out what constitutes a balanced settlement trait is a bit tricky for me.

Oooh, and yeah, regional books seem like a good place for that too. :P

Every major settlement in the book features a stat block. This is tremendously good news to me.
I have dreamed about creating a "CIA Fact Book" style compilation of settlement stat blocks. So many of the cities in 1e had them, and I started plucking through books to compile them for a while, building a massive spreadsheet. I think I got through Andoran and stopped. :D

I created this thing a while back, its not official and may be missing some things but if you go down to Settlement Guide (scroll down on the sidebar) it has a list of every settlement thats been published with a level, as well as every settlement thats been in an official adventure without a level and my estimation of what the level would be. Again, its not official, but its been useful for me and a couple other people so I figured I might as well post it here.
