I'm sure that this has probably been discussed before, but how would you go about making an incredibly fast character? I'm talking Flash levels of speed. I have seen snippets of conversations about this subject before, but I'm not sure if anyone ever actually came up with a way to weaponise the concept, to make it something viable for use in combat other than having incredible mobility. So, what can you guys come up with?

Saddle surge adds to damage directly and should multiply with spirited charge. Paladins can be scary.
Cheetah's sprint doesn't give any direct bonus in combat but can make your speed (or your mounts) just unreasonable. As in, on an entirely open plain w/ride-by attack you may be able to charge, hit, then move out of charge range in the one round.
Circling mongoose or a battle dancer's rolling flurry can put a lot of movement into the middle of combat. Or the panther style feat line can put movement into combat a different way.
With greater invisibility or with hide in plain sight you want to move so that the enemy doesn't just get a 50% miss chance, they have to figure out where you even are before they can usefully attack.
Reach tactics can benefit from doing more than a 5' step. Lunge could look like super-speed to some extent.
Magi who cast bladed dash, storm step or some other movement spell via spell combat combine fast movement (not far, but fast) with a bunch of attacks.

Overwatch Vortex allows you to ready 4 ranged attack actions as 1 full-round action.
The Cold-Blooded oracle curse allows you to move at half your speed whenever a readied action is triggered.
Combine both to move twice your speed (4 x 1/2) every round without taking a single move action. You should be able to kite several melee enemies at once.
