normally only perm stat boosts add to things like pool points and other class abilities. stat boosts must be in place for 24 hours before they count as being perm, after that point they add on.
for example headband of charisma doesn't count towards such things until 24 hours pass and if you ever take it off you need to put it on for another 24 hours before it counts as perm again. temp boosts can affect things like spell dc's, AC increase etc but not normally class abilities that have limited uses per day.

I think it'd work.
Eagle's Splendor wouldn't give you more uses per day of abilities like this, but it would increase any variables based on your CHA for the challenge (or other class features). So just as a Paladin who drank a potion would get +2 to hit and AC for their Smite, a samurai would get +2 to the number of chained-challenges available to them.

It's not an expendable pool like the challenge is itself. As such, it would be allowed to chain to 2 more people, but youd still have a cap of how ever many challenges you had at the start of the day unless the bonus was permanent.
They did this so that you can't just take an item on and off and regain the capped uses, but this raises the max for the duration and is fine.

And just to give another example, it would give you 2 more aoo with combat reflexes and a potion of cats grace, for example.

It's 7th level, so you've probably afforded a +2 headband of charisma anyways, since it drives a bunch of class features.
So by drinking a potion, you can make one additional chain? Yeah, it's fine. Plus don't forget that if somehow you're prevented from taking an immediate action or if there's not another enemy within 30ft you can't use chain challenge.
And of note, using immediate actions uses up your swift action on your next turn.
And depending on circumstances, there might be some weird things that prevent you from using an immediate action.

Yeah I think that's what he was saying too - it's not unbalanced, it'd usually not even be worth it.
I guess if you're surrounded by high-damage low-HP enemies it could be worthwhile, but it's a niche case.
Exactly, by the time you get to 7th level you've probably got a +2 headband of charisma, since it's generally important to your class anyways.
Meaning that drinking the potion only gives you an increase of +2 over that, meaning you only get an increase of 1 chain in the process.
I would say in general, it's not going to be worth it.
Think about how many enemies your fighting, and how many other people are in your party and how quickly they're typically going to be taken down. Chain challenge is nice, but spending the actions to pull out a potion mid combat and drink it, so you can get one extra chain that you probably don't even really need....not really worth it.
