I can't think of any off-hand.
Paladins.
Oh, wait.- Lantern Archons have 6 Int, even if they gestalt (as Large Air Elementals also have 6 Int.)
- Foo dogs and foo lions also have 6 Int.
- Hiracapaths (from Hell's Vengeance) have 3 Int.
That's just a quick poke of some creatures with the Good descriptor.
Creatures that can gain Celestial template from Summon Monster technically count if the caster is good-aligned; such creatures' alignment is forced to match that of the caster, regardless of Intelligence.

Wis 9: Caypup
Wis 10: Spyglass Archon, River Giant, Aquatic Elf, Naiad
There are very few monsters overall with less than 10 Wisdom. Of 3949 monsters in all:
68 x Wis 1
2 x Wis 2
2 x Wis 3
2 x Wis 4
8 x Wis 5
10 x Wis 6
6 x Wis 7
46 x Wis 8
54 x Wis 9
(and 52 x Wis 25)
Taking average Int and Wis of all good monsters (ignoring CR, frequency, etc and including the Cloud Giant as NG and NE, but not the any-alignment Homunculus or Petitioner) in the d20 SRD, and treating - as 0 gives:
Good: Int 16.32, Wis 17.57
Neutral: Int 5.89, Wis 12.97 (lots of oozes, plants and animals)
Evil: Int 12.26, Wis 15.53
If the average human has 11 intelligence and wisdom, he/she is substantially stupider than the competition. And by mardaddy's interpretation, prone to making some really bad decisions.

Generally, most characters/PC's/parties check all the boxes... generally good aligned, generally really dumb, and generally are monsters... now, before people take this the wrong way, I do not consider players to be really dumb. The characters/party as a whole, however, have to be smashed in their faces, time and time again, with super obvious "hints"... and are prone to making terrible decisions repeatedly, almost as if they do it on purpose. Even AP plot hooks can be lost, and it's not even a decision or a hint... it's just THE WAY.

In addition to various creatures with low Int (and/or Wis) listed in the statblocks... keep in mind that those are meant to be averages. That is, creatures with a 10 or 11 stat value listed are generally meant to represent the average of a 3d6 range... which means that individual members of that race could have a stat of 3.
