This most likely what I'll do.
Also I know at the end of the day it's up to my GM but is it normal to say that a character has crafted some scrolls to begin the game with but using some of the starting gold to do So?

That is also by RAW "ask your GM territory", a nice GM might let you craft all your scrolls at half cost, another might say none can.
Personally, I would argue that you have the feat so you are getting nothing out of it by not being able to use it during character creation, and if your character had played up until the point that they are at, most if not all of those scrolls would be scrolls he crafted himself, and therefore would only take away half their value from his previous quest rewards. But again, YMMV.
