Would an extra floating action help?

Summoner Class

I'm seeing lots of complaints that the summoner and eidolon are currently weaker than more traditional options due to shared action economy and hit points.

Would a class ability that adds a floating g action each round help solve some of the issues?

(Said ability would still limit the summoner and eidolon to 3 actions per turn as normal, excepting effects like haste.)

I want more options at higher levels like "Act Together" and "Tandem Move".

What about something like this -

*****

Act Together
Free Action
Trigger - You begin perform an action or activity that your Eidolon is not also performing (IE, its not a Tandem Action)
You and your Eidolon Act as one. Either before your action or afterwards, your Eidolon may use a different action.

*****

In other words, a version of Act Together that allows you to also do things like cast Spells including Summoning Creatures, and your Eidolon is still able to act.

I don't think that 4 actions a turn is an issue, so much as you're so completely limited with what you can do with them.

Just to clarify, I mean a 3-action cap for the summoner, and then a separate 3-action cap for the eidolon (totaling no more than 4 actions between them).

I like this wording for getting around the can't spellcast problem, though I think it needs tweaked to clear up that you are allowed to both Stride, etc.
