A 4th level spell that basically always wastes an action, has a decent chance of inflicting slowed 1 for the rest of combat, and against undead and outsiders is guaranteed to waste an action and has a 50% chance of completely wrecking their action economy? Plus the possibility for useful information AND no Incap trait?

It's a nice spell, but other than the extra benefit against undead and outsiders, it's not really different from slow.
It does offer a version of Slow on the divine list. That's not nothing, at least. Has a higher range. Targets Will. I think it's different enough. Maybe not enough to be an entire spell level higher, but it's a cool option.
Edit: Oh, and it's necromancy instead of transmutation. Which, while not big mechanically, can be a big deal on a character level.

Definitely how good it is depends on how many undead and outsiders you expect to face.
I mostly noticed it because I'm currently running an adventure that is very undead-heavy, and the Bard in the party is absolutely wrecking encounters with it - despite it being a 4th level spell while she has 7th available.

SPIRITUAL ANAMNESIS has the mental trait but it says it works especially well against the undead. But don't many if not all undead creatures have the "mindless" trait? Wouldnt that make them immune to mental effects? If you used this spell on say, a zombie shambler, would it work?
I dont know that the majority of undead are mindless anymore. Mostly just the skeleton and zombie types... who would be immune to this spell.
Ghouls, Vampires, ghosts etc. are all not mindless.
That said, thanks for this thread. I hadnt really considered this spell, and its a great fit for my Cleric of Nocticula so long as my GM has no issues...

There are still some types of undead with the mindless trait, but it's a whole new edition, intelligent undead aren't immune to mind-affecting effects anymore. Whights, ghouls, mummies, vampires, liches, even the lowly skeletal champion are all targets now.

My Bard is currently 9th level and we just started Tomorrow Must Burn and looking forward to gaining access to this ASAP. It's good to hear that it's as good as it looks, despite it's narrow-ness.
Without spoiling anything, yes - Age of Ashes provides lots of opportunities for this spell to shine.
