Is the following possible within the given rules for computers and augmentations?
A character would like to buy a prosthetic arm, but instead of replacing a missing limb, would instead connect it to a power source and a control module. Could this limb then be given commands or controlled remotely? What if I throw in an artificial personality?

Yeah, this is a case of. . . it probably should be possible, in terms of chaining enough components together. However, I'd be leery of the whole thing because its going to either be way too little use for the cost, or else "You've basically bought a class ability/allied NPC".
I would be inclined to ask "What, exactly, is your goal? What are you trying to achieve with this?" and work from there. If its just a fancy and flavorful way to, say, remote operate your vehicle? I'd just go "Buy a control module and describe it as you would". If its supposed to be a general purpose allied robotic arm? I'd either nix it or require you to "hire" it as an NPC ally ( the salary benchmarks instead representing maintenance and upcome ).

Honestly, the character in question is most likely to attach it to the outside of her crew quarters door on the party's ship to either flip the bird or give high-fives as her mood demands.
More troublesome uses for GMs would be, obviously, putting a weapon in the thing's hand, or putting it in the pilot's chair of a starship.

Give it a flat inability to pilot the ship, and use the rules for a computer operated turret weapon, they'll realize it's pretty useless to pour money into eventually.
