I have always been a druid guy who absolutely wants to play druid in every possible edition as my first character. So I thought to bring up the discussion about some great items and hopefully hear about exciting ideas with them. But my rules question is as follows:
Can wild shaped druid, lets say as an example a druid taking animal form of a canine speak the one language Choker of Elocution provides while it is melded in to his body?
To make it more convenient, here's what the collar says "This platinum choker bears characters from a language’s alphabet, and it gives knowledge of that language and the associated culture’s customs. You gain a +1 item bonus to Society checks and the ability to understand, speak, and write the chosen language. Your excellent elocution reduces the DC of the flat check to perform an auditory action while deafened from 5 to 3."
And if they could speak, I don't think they could activate any melded items in their body as Polymorph school specifically states "Your gear is absorbed into you; the constant abilities of your gear still function, but you can’t activate any items.". Right?

As far as I can tell, no. Polymorph states:
"Unless otherwise noted, the battle form prevents you from casting spells, speaking, and using most manipulate actions that require hands."
The Choker of Eloctuion gives you knowledge of that language, and the ability to understand, speak and write it...but the spell does not allow you to speak it, since neither the Choker of Elocution nor the spell itself allow you to ignore the polymorph rule's "no speaking clause"
You could still understand and read it though, and depending on what form you take, write it as well.

Nobody knows exactly how magic items interact with wild shape except (maybe) Paizo. And if they know they aren't telling.
Right now the only person who can answer most questions like this is your GM.
That said, personally I think the item would work except that it wouldn't let you speak the language. You could still understand it and write it (in,eg, Ape form).
