I'm rebuilding my Bard and want to give him Electric Arc and Ray of Frost.

Choose arcane, divine, or occult. You gain one cantrip from that magical tradition’s spell list. You can cast this spell as an innate spell at will, as a spell of your chosen tradition. A cantrip is heightened to a spell level equal to half your level rounded up. Whenever you gain a primal innate spell from a gnome ancestry feat, change its tradition from primal to your chosen tradition.
Say I pick Arcane and Electric Arc. I now have Electric Arc as an innate spell and cast it as an Occult spell.
First World Magic gets me the Ray of Frost cantrip.

I do have a focus pool. I do have an innate spell from a Gnome heritage.
"If you are a spellcaster, your focus spells are the same tradition of spell as the class that gave you the focus spell. A bard’s are occult..."
The question is, Does my innate spell Electric Arc that I cast as an Occult spell count as an Occult spell for Energized Font?

I don't think this is how it works.

Whenever you gain a primal innate spell from a gnome ancestry feat, change its tradition from primal to your chosen tradition.
If you choose an Arcane cantrip (Electric Arc), you get to cast it as an innate Arcane spell, and Ray of Frost is therefore also treated as an innate Arcane spell.
If you want them to count as Occult, you need to choose Occult when selecting the Wellspring Heritage, so that you can pick one Occult cantrip from Wellspring Heritage and one Primal cantrip from First World Magic that will be treated as Occult. So, in the end, you'd still have two extra cantrips, but only one between either Electric Arc and Ray of Frost.

Some other source of magic has a greater hold on you than the primal magic of your fey lineage does. This connection might come from an occult plane or an ancient occult song; a deity, celestial, or fiend; magical effluent left behind by a mage war; or ancient rune magic.

Aratorin is correct: You choose a single tradition, select a cantrip from that school, and all 'primal' cantrips you get from your ancestry or heritage become part of that school, so you'd have to select the 'Occult' tradition and an 'Occult' cantrip.

This feat allows you to select a Primal Cantrip but cast it as Occult due to the Wellspring heritage choice.

The magic within you provides increased energy you can use to focus. You regain 1 Focus Point, up to your usual maximum.
Yes, you seem to clearly qualify for this feat. Just take note of the 'Single Action' and 'Frequency once per day' restrictions.
So, the only hang-up I see with your plan is that one of your additional cantrips (specifically the one from your heritage) needs to be occult while the second one has to come from the Primal cantrip list (though you cast it as an Occult cantrip). As such, you need to drop either Ray of Frost or Electric Arc.

Or skip Energized Font and maybe take Adopted Ancestry at level 3. Thanks for the help.
It wouldn't help, because the Wellspring Gnome Heritage affects only primal innate spell from a gnome ancestry feat. Spells you would obtain from other Ancestries would not come from a gnome ancestry feat.
You could however pick the Human Adapted Cantrip feat to swap one of your Bard Cantrips for another off-list one. Overall, between the Wellspring Gnome Heritage, the First World Magic Gnome feat and the Adapted Cantrip Human feat, you'd have a net of 2 additional Cantrips, all Occult, one of which chosen from the Primal spell list (Electric Arc), plus one of your Bard Cantrips also chosen off-list (Ray of Frost).
