You can use Retributive Strike with a ranged weapon. In addition, if the foe that triggered your reaction is within 5 feet of your reach but not in your reach, as part of your reaction you can Step to put the foe in your reach before making a melee Retributive Strike.

You protect your ally and strike your foe. The ally gains resistance to all damage against the triggering damage equal to 2 + your level. If the foe is within reach, make a melee Strike against it.

You carefully move 5 feet. Unlike most types of movement, Stepping doesn’t trigger reactions, such as Attacks of Opportunity, that can be triggered by move actions or upon leaving or entering a square.

You can’t Step into difficult terrain, and you can’t Step using a Speed other than your land Speed.

You move in a graceful dance, and even your steps are broad. You Step 5 feet twice.

Now that the stage is set with ranged reprisal and elf step would you get to make two 5 foot steps for retributive strike as long as the foe is 5 feet of your reach.

No. Ranged Reprisal lets you use the Step action. Elf Step is a separate action, as noted by the Single Action next to the feat name. If Elf Step instead said, "When you take the Step action, you may Step twice", then you could combine the two.


But step in it self is also a single action


It's a single action, but a different one. It's like saying that you can make a flurry of blows as an attack of opportunity, because it lets you Strike twice and that's a single action too.


Elf step is it's own specific action, you can't replace a Step with an Elven Step even though they're the same action cost.

Ranged Reprisal allows for a step, not an Elf Step.

To further expand:
Elf Step doesn't modify the regular Step Action by letting you step twice. It's a completely new action, that lets you take two Steps.

Everyone here is right, but...

Tiger Stance *does* work with this for a really neat tiger monk paladin build.
