I'm making a 3rd-level gnome sorcerer to replace my elf monk (RIP) in a friend's Age of Ashes campaign. The rules say that I start play with two 1st-level permanent items, a 2nd-level permanent item, and 25gp worth of additional adventuring gear.
But I can't seem to find any worthwhile level 1 permanent items. Aside from the everburning torch, most everything seems to either be a consumable item (and thus not permanent), higher than 1st-level, or uncommon.
It's not really expected that low level parties begin play with a bunch of everburning torches, is it?

Healing kits? Thieves' tools? Alchemist's Lab? Most of the expensive stuff in the Adventuring Gear list fits. Worst case scenario, start with two magnifying glasses and sell them for profit.

A Magnifying Glass is Level 3. Not to be pedantic, but most Adventuring Gear is Level 0, not Level 1. The only basic Gear that qualifies is Simple Lock/Manacles, Splint Mail, and Half Plate.

Get a Polytool: It's " a long ceramic blade, as well as an awl, a chisel, a file, flint and steel, a hook, an inkpen, a magnifying glass, pliers, scissors, and a small saw"!
I considered it, at first, but then I realized it was Uncommon, and thus subject to the whims of my GM (who often seems inclined to say no to things merely because one bothered him to ask in the first place).
I also considered the magnifying glass, which didn't appear to have a level when I checked, specifically with the intent of selling a high ticket item. However, it's not thematically appropriate to the character and I decided I don't want my fellow players and GM to think I'm cheesing the system.
Do animals and vehicles qualify? Maybe I'll just get a horse and cart.

It has no level on AoN, but in the CRB, in the table on Page 288:
Magnifying glass (level 3)
A Spyglass or Composite Longbow, both at 20GP, seem to be the most expensive Level 1 or below Items.

Pathfinder Society (second edition) Character Options Blog says that "Characters from Numeria have access to the polytool (page 121)." So if the DM follows PFS rules, you're good. Even if he doesn't normally, showing him the page might change his mind. ;)

My GM is as far from Society play as you can get. He's not the least bit interested or knowledgeable on anything to do with that. In fact, none of my immediate roleplaying friends are. Of our group, I'm likely the only one who interacts with those circles at all. Those few who have looked into it were all turned off by all of the additional rules, restrictions, and paper work involved.

I would lobby your GM for being able to use the Lump Sum value - 75 gp in your case - while also trying to stay true to the spirit of the chart - i.e. don't go around in your skivies with a slick level 5 item, you know? Spend money on all of the typical adventurer necessities like rope and chalk and a good pack and a bedroll and all of that, then with whatever's left... you know, maybe 2 level 2 items instead of 1 level 2 item and 2 level 1 items..
The chart works great for a 2nd or 3rd level martial character who wouldn't have enough 1st level funds to afford the armor they wanted as they can just begin with any of the armors in the equipment chapter. But a sorcerer is just out of luck. Unless you really like everburning torches, as you note :)
If you are using the lump sum, you may also lean into the potion/scroll market a bit more. Sorcerers love them a little bit of magic item versatility :)

I just got the polytool on a PFS chronicle. The weapon damage type is "modular". What is modular damage?
Edit: Nm. I found it. Gods & Magic pg 180.
"The weapon has multiple configurations that you can switch between using an Interact action. Typically, switching between configurations of a modular weapon allows it to deal different types of damage (listed in the trait, such as “modular B, P, or S”), though it’s possible for a modular weapon’s description to list more complicated configurations."
