Yes, as long as you are a Human, and take Racial Heritage as one of your level 1 feats, you can then take the Storm Soul feat, then you would qualify for Storm Warrior feat, so long as your GM allows you to take monster feats. Gaining immunity to electricity might be a bit much, so definitely check with your GM.
Monster feats are not allowed in PFS, so if it is for a PFS character, then no.

by RAW no you can't use racial heritage to take Frost Warrior as it only allows you to count as a particular race it doesn't give subtypes.
What you would need is something like the 3rd party feat Mixed Blood Heritage, but you would have to take the feat twice in order to meet the pre-reqs for the feat Frost Warrior.
But you might run it by your DM to see if they will allow you to take racial heritage[Frost Giant] to meet the pre-reqs for Frost Warrior.

Oh I thought he was talking about a frost giant feat. No it does not give you a subtype like cold. You can take the frost giant feats though 1d6 cold damage on unarmed and natural attack.
correct, you would be able to use racial heritage to take the feat Born of frost. Unfortunately, as vhok points out it would only apply to your unarmed strikes and natural weapons.
However, you could combine it with the feat Ascetic Style which would allow you to have Born of Frost affect a weapon of your choice from the monk weapon group.
