Are there any spells or items or anything to help increase my chances of recalling knowledge for Occultism besides increasing my Intelligence?

And you could have a status bonus, from a spell like guidance or heroism, sometimes.
But intelligence and proficiency ranks are still the main part of being good at that skill, and that won't change.
If you're not already an Enigma bard, you could go Multifarious Muse to pick up Loremaster's Etitude. Technically it's a spell, but a focus spell you need to spend a class feat to pick up, so...
Otherwise I agree with HammerJack: a Pendant of the Occult is a great item for a bard. Guidance is a good cantrip, and if you already have it, just retrain it into something else next time you level.
