Building an encounter for a 1st lvl party with NPC enemies

Hi I'm confused, how can I build an encounter with human enemies?, I want to build an adventure for a 1st level group based on a city but a 1st lvl enemy say a group of bandits is not a possible encounter since 1 enemy of the party level is a moderate encounter suitable for a mid boss. Am I missing something? Is the weak template my only other option here?

You can use these official monster building rules from the GMG that Paizo released early.

NPCs are built using the monster builder rules. You can build them up 1 for 1 like a PC, but you will run into the exact problem you're having now.


In situations like that, if I don’t want to bother building from the ground up, I’d use a Goblin or something similar.

There are some flavorful rules in the goblin stat block... Goblin scuttle comes to mind. You could replace or ignore that rule if you feel your human thugs wouldn’t act that way.

PF2 has a rigid core with room for flex built around that core. By that I mean the proficiency system handles the numbers very well. You can get creative with thematic rules and so long as you leave the math alone, you will be in the ballpark of where you want to be as far as challenge to the party goes.

So if using Goblins to simulate Bandits, I’d keep ac, attack and damage, saves, all of those numbers. I’d remove Goblin Scuttle as I like to leave the gobbos their fun ability. I would call the dogslicer weapons spears or clubs, but I wouldn’t alter the damage dice.

Bandits probably want to attack from ambush and cow an enemy quickly with a strong show of force, so I’d give them a 2 action activity called “attack!!” That lets them strike with a ranged weapon, draw a melee weapon, then Stride. Or maybe I would forgo any special activity, give the thugs a +5 in Intimidate, and have them use Demoralize as an opener to try and frighten your party. A startling battle shout seems very thug-ish to me. Or maybe they are dirty fighters... give them the Grab ability on a fist attack and they can easily put Flat Footed condition on your party. I’d probably also give them a d6 Sneak Attack in that case.

I would not do ALL of the above things... I’d pick one.

Goblin Warriors are level -1 which is party level -2, with 20xp each. A moderate encounter is worth 80 xp, so you can field 4 of them in a 4 person party.

Pages 19 and 20 are about creating NPCs with the monster building rules. Including level 0 or -1 NPCs.
