if the lich took the feat Feral Combat Training they could probably combine it with flurry. Otherwise no, because it's paralyzing touch is considered a natural attack.
Melee Attack: A lich has a touch attack that it can use once per round as a natural weapon. A lich fighting without weapons uses its natural weapons (if it has any) in addition to its touch attack (which is treated as a primary natural weapon that replaces one claw or slam attack, if the creature has any). A lich armed with a weapon uses its weapons normally, and can use its touch attack as a secondary natural weapon.

Are you sure? I knew Feral Combat Training allows you to apply Unarmed strike feats to a natural weapon, but I never thought it allowed you to apply natural weapon effects to an unarmed strike.

--can't see how you'd get around that limitation. But you'd be able to make your normal Flurry and then a paralyzing touch, or take the feat and up to one of your unarmed attacks a round can also be a paralyzing touch, which I guess would be good when you can't make a full attack.

Yeah, that's why I said probably. I wasn't sure if that's a limitation or if it was worded that way because it's a natural attack. Since that wording doesn't show up anywhere outside of the template.
