Dependso n the kind of rune you mean?
Runscarred archetype lets you get a rune on your flesh. I dn't think you can put fundamental runes on, but you could get the othe kind. Once anyway.
though honestly I thought that property runes needed fundamental runes to apply? So im not entirely sure how it works persay.
Or maybe it does let you put fundamental on too as an impliaction.
but this archetype confuses me in general as you get natural spells but not natural spellcasting profiency

Prerequisites Runescarred Dedication
You’ve bridged a connection between the runes on your body and the magic of runestones, allowing you to place an armor rune on your living flesh. Your body can hold a single property rune; you can’t etch a property rune on your body if it has requirements on the type or category of armor or if the property would affect the armor instead of its wearer. If you wear armor, you gain the property rune’s effects in addition to any effects of that armor.

I believe you mean Innate Spells, not Natural, and the rules for Innate Spells should address your confusion on Proficiency:
You’re always trained in spell attack rolls and spell DCs for your innate spells, even if you aren’t otherwise trained in spell attack rolls or spell DCs. If your proficiency in spell attack rolls or spell DCs is expert or better, apply that proficiency to your innate spells, too. You use your Charisma modifier as your spellcasting ability modifier for innate spells unless otherwise specified.
So yeah, Property Runes NORMALLY need Fundamental Runes as pre-requisite... This Feat is exception to that dependency.
I believe there still isn't way around DEX cap, which is what ensures Heavy Armor has AC advantage, clearly by design.
If they do ever release anything else enabling scaling Item bonus without DEX cap, that would be serious ability for that reason.

huh. Probably isn't a way to raise that spell attack prof or DC without just taking casters.
Kinna wish there were General or Skill Feats or something that would let you. It would be neat to have something neat. Runscarred with a decent DC effect would've made for some neat 1/day tricks.

As to the Runescarred feat living rune. Armour runes are not Potency Runes. My interpretation of this feat is you can put an armour fundamental rune on your body increasing your AC. You are then allowed to place a secondary Potency Rune on your body excluding those the have restrictions, but only one. Further additional feats that haven't come out yet may allow more runes. Paizo hasn't really expanded this Dedication beyond the given material. Just my two cents.

Aratorin is correct. The Living Rune feat specifically allow you to add an Armor Property Rune, not a Fundamental Armor Rune.
