Does anyone recommend Shameless Request? Or is it too situational to even consider? And if you do like it, when would be some good times to use it?

Do you intend to make a lot of shameless requests? Have you spoken with your GM about how he might run such a thing at his or her table?
If so, then yes, I would recommend it.
I currently plan on getting Virtuosic Performer, Titan Wrestler (Bard with a Whip and shield), Fleet, Shield Block. I would like to remain somewhat focused but Bards tend to be generalists of course. My Wis and Str unfortunately are going to stay at 10 for the duration, all the rest of the stats will be increasing every time, starting INT is 12 at level 1.
But this won't really work if your INT and WIS scores are low.

This: it's REALLY going to be game/DM dependent. If you can expect to have a decent amount of friendly/helpful NPC's AND those NPC's have enough resources to support multiple requests AND you have the time to make those requests... If that all comes together, sure take it.

I can say this.
If rolling successfully to Recall Knowledge is worth an action, allocating resources towards Automatic Knowledge makes this a free action.
If you otherwise use all three of your actions per round, it may be worth considering getting a "fourth" (free).
Again, this is also DM-dependent. If the DM gives good information on a Recall, then it may be worth it.
