What does severe 1 / 2 / 3 mean?

Okay, I think I have basic understanding on how exp and encounters work. So exp is only based on total encounter difficulty (so a severe encounter is 120 exp, which for four players is 30 each). But I don't remember what the numbers after encounter difficulty is supposed to be and I can't find any explanation for them in books. I understand that the encounter budget comes from comparing each creature's level in encounter to party's level and adding them together(so at level 3, one level 3 creature is 40 xp and if there is also level 5 creature, then that is +80 exp for total of 120 xp severe or extreme boss encounter.)

Soo uh yeah, what does the numbers after encounter difficulty level are supposed to mean?

Sovereign Court

In the case of Creatures and Hazards: The Level of the Creature/Hazard.

In the case of Adventures : The Level of the Encounter (The sum of all Creatures and Hazards Levels included in the encounter)

Umm, but if that is the case, then how do you get "Severe 3" from encounter that has one level 3 creature and one level 5 creature?

Severe 3 means that it is a Severe encounter for level 3 characters. The chart on page 489 shows this information. (Severe 2 would be a Severe encounter for level 2 characters)

For level 3 characters a level 3 enemy is worth 40 xp and a level 5 enemy is worth 80 xp. Since that combines to be 120 xp that is a severe encounter.

Also xp is not divided among the party. If you have a 120 xp encounter then each PC gets 120 xp. The only time this is not true is if you have more or less than 4 characters. (If the severe encounter example, for 5 characters you would add an additional level 2 enemy to the encounter but each of the players would still only get 120 xp) This is spelled out clearly on pg 507 where it says that any xp awarded goes to all members of the group.

It is a severe encounter from the perspective of a Level 3 party of four. 40xp + 80xp = 120xp = severe encounter budget.

Think of it as a challenge rating for the encounter as a whole, derived from the levels of the monsters and traps in the encounter.
