Anyway to treat water like it doesn’t exist?

Advice

Like in Spongebob, how they can’t swim in water, but can walk and run, and can even cry underwater.

I’m looking for anyway to replicate treating water like it is air basically, even monsters as I’m the GM. No that doesn’t mean I want to homebrew a way, so please, don’t recommend I just handwave it and make it happen just cause I’m the GM.

Any help would be appreciated.

Freedom of Movement spell and Water Breathing spell. You aren't really going to get the crying thing, but Freedom of Movement lets you move unhindered (with no Acrobatics/Swim checks) in any environment.

Air Bubble allows you to, for example, light a small fire underwater, or cry, depending on your definition of 'underwater'.
(Life bubble is similar but higher level.)

You can do it backwards. Use hallucinatory terrain to make it appear everything is under water. Including the camp fire over there. And those bears. And the birds flying through the water.

And Hallucinatory Terrain can be just the start. Mirage Arcana and potentially adding in Screen. But that's some significant spell power there to accomplish and would require renewing

Or the Freedom of Movement + Water Breathing are probably the best ways short of handwaving it as the GM. Greater ability to use magic items (solving the need to constantly renew the spells) owing to the spells involved rather than the method above.
