I am making an artifact for a custom Eastern Campaign, and was hoping on some feedback on balancing/believably/Destruction Suggestions of the artifact. I will be making a fluff description of it after i finalize the hard abilities.
Staff of the Monkey King
Aura strong Conjuration, Envocation, transmutation; CL 20th; Slot none; Weight 5 lbs.
DESCRIPTION
• Quarterstaff Monkey motif Metal Jade
• Functions as a +1 Quarterstaff, its special powers are not discernable by detect magic or identify.
• In the hands of a character with a ki pool Staff of the Monkey king is an intelligent +4 Ki Intensifying Dancing Quarterstaff whose special purpose is to defeat denizens of the land of the Outer threats.
• The staff automatically resizes itself to match the size of its wielder, and can shrink down to size a dagger (1d4) at the wielders or the staffs command. The staff also grants the wielder the Quarterstaff mastery feat (For the Monkey Kings’s Staff only) Even if they do not meet the prerequisites.
• The bearer of the Staff reduces the number of ki points needed to use a ninja trick or ki ability by 1 (minimum 1 ki point).
• Three per day as a standard action, you can call on a cloud to bear you into the air. This enables you to fly at you land speed with good maneuverability. This ability otherwise functions as the spell Overland Flight. If the cloud is dispelled or the duration expires while you’re aloft, you descend at a rate of 60 feet per round for 5 rounds, then fall any remaining distance normally.
• Once per week, when a command word is spoken, the owner of the staff can plant it in the ground and summon the spirit of the staff, which takes the form of a spectral Vanaras monk. The Spirit fights alongside the owner bearer, protecting her to the best of its ability. Using the staff and all its abilities. This otherwise function as spiritual ally.
• Once per day, the owner can meditate while focusing on the Staff and ponder the great mysteries of the universe. After 1 hour of uninterrupted meditation, the owner recovers a number of ki points equal to half his total ki pool. The ki points recovered in this way are temporary, and go away if the user rests or meditates for 8 hours to recover. Additionally, the owner of this item cannot use it to replenish ki points in excess of his total ki pool.
• Monkeys, Gorillas, and other Primates will not willingly attack the bearer unless they are magically compelled to do so or the bearer attacks them first.
• Wise, mischievous, humble. Speaks in riddles

Add Impact to the list of enchantments.
Add a special ability to extend the pole. Something like as a free action spend 1 ki point to make a single melee attack with a reach of 100'. This is not a ranged attack. If the character has multiple attacks with the Staff of the Monkey King he may use this ability once per attack during his turn, paying 1 ki for each use.
And get rid of the true resurrection.

You know, as soon as I started thinking about what a Monkey King artifact would do, I was thinking about it letting you Polymorph into King Kong. It would be some kind of Druid Artifact that allowed the Druid to turn into a Colossal Gorilla.

So, that makes me think of Kaiju in general. Now I'm envisioning a series of artifacts that allow a Druid to Wildshape into different Colossal Kaiju.

Drawback (amongst others): Pharasma (or some custom diety who keeps records of life and death) is pretty sure Sun Wukong the Monkey King had something to do with her records being tampered with. Anytime the owner of staff of the monkey king (even if not bearing it) erases, defaces, or otherwise tampers with a name or specific identifying signet, rune, or emblem of another person, a psychopomp of CR equal to the bearer +2 is sent by Pharasma and appears within the hour (or lurks until an appropriate opportunity if the bearer is otherwise protected or inaccessible) and proceeds to beat the ever-loving bejeesus out of the bearer to the best of their ability. If the psychopomp renders the bearer unconscious, kills them, or deals at least 50% of the bearer's maximum hit points in combat, the bearer gets a –1 inherent penalty to their lowest ability score. This can only be mitigated with a wish, miracle, or similar power that can grant an inherent bonus. If an ability score ever reaches 0 due to this penalty, the bearer becomes an ordinary monkey and eventually finds their way to Sun Wukong's side to serve him for all eternity.

Could add an Iron blade effect as adding impact would put the enchantment over +10 And yes true resurrection is a bit much.

Could add a thing like Axe of the Dwarven Lords that transforms you into a Vanara over time or if you fail a DC a dumb Monkey like Baneful polymorph.

Removed the intelligent item aspect, spirit warrior, added alignment penetration, bumped damage ect.

The Staff of the Monkey seeks monkeys hands to wield it, and should it not find such a bearer, the staff will reshapes its owner as it prefers. Those who wield the Staff for an extended period of time find themselves becoming increasingly hairy, growing more nimble, and potentially changing height by up to an inch per week. Anyone who possesses the Staff of the monkey king for more than a week must make a DC 25 Fortitude save be turned into a monkey as by Baleful polymorph. If successful they are transformed into a vanara over 1d4 weeks as if affected by the spell reincarnate. This effect can only be reversed by a miracle or wish spell.
