Magic Grappling Crossbow Bolt?

Hey guys. Im trying to find a certain magic item. I remember seeing it somewhere but i cant find it again and cant remember the exact rules.

It was a magic crossbow bolt that could be fired from any crossbow, then stick to whatever it his, it also trailed a weightless ghostly chain behind it and on command it would winch itself back it, pulling you to the impact point like Batman's grappel gun.

What was this called and where can i find it?

There is also the crank crossbow, which does something very similar.

For the record, the spells Force Hook Charge (a requirement for the Caver's Bolt) and Ranged Piton also do most of the functions you want, as does the spell Handy Grapnel.
