Nope. That's not one of the things it says it does.

That's everything that does. It only does way it says. It doesn't let you heal from negative energy, it doesn't bring the dead back to life, it doesn't cast fireball.

No. You'd need something like the Necromantic Affinity feat.

Can i use this to give someone I hit the effect of Touch of Chaos?
Touch of Chaos (Sp) You can imbue a target with chaos as a melee touch attack. For the next round, any time the target rolls a d20, he must roll twice and take the less favorable result.

As Imbicatus say, focus on a domain strike build choose chaos repose or madness domains, and debuff them all.
You can take a level dip into brawler or martial artist monk (because the best goods are chaotics, and monks need to be legal) if you wish.
You can have to hit (Domain strike), spellcast and ac from wisdom that way.
