If my character is led to the gallows, can he use Burst Bonds to blast the hangman's rope in an attempt to escape?
It does limit character's mobility (and lifespan).

Yes with the caveat that it is a certainty when both the noose and the other end are attached to something (or someone, the gallows or the guard leading you) restricting or restraining your movement. I'd also say yes if you were running down the street with it dangling off your neck but I could see someone ruling other wise at that point, it being considered no more a restraint than someone wearing a necktie or a belt.
