Is noose a restraint?

If my character is led to the gallows, can he use Burst Bonds to blast the hangman's rope in an attempt to escape?

It does limit character's mobility (and lifespan).

Seems reasonable to consider it to be a form of bond. Its very similar to how dogs are typically restrained outdoors. Though in a more murdery way.

Yes with the caveat that it is a certainty when both the noose and the other end are attached to something (or someone, the gallows or the guard leading you) restricting or restraining your movement. I'd also say yes if you were running down the street with it dangling off your neck but I could see someone ruling other wise at that point, it being considered no more a restraint than someone wearing a necktie or a belt.

Though keep in mind it does require a touch attack so if your hands are tied that might not help.

It IS a restraint, but the condemned usually have their hands tied behind their backs. Even if your GM politely considers the touch attack automatically successful because it's touching your skin already, don't forget about falling to the ground. And archers. And pikemen. :P
