How do i get Max stealth check on a Halfling?
I have max dex and will upgrade my dex using cybernetics.
I have skill focus feat on stealth/hide.
Using all the books I don't have what am i missing?
Do not count potions.
Can you use a advanced tool kit to get a +4 just to hide using stealth.
any new feats?
only comment if you can add to the stealth check only.

No. The toolkits only add to what they say they add, there's no +4 stealth toolkit.
You can also have a biohacker stab you in the butt (or dip a level in biohacker and do it yourself) for a +2 enhancement bonus, but it doesn't last long.

Also. for more stealth stuff, be aware of cover. Cover does help i believe. (assuming I'm not mixing path/star anyway)
Kip Up (stand as a swift action) also helps. These aren't direct bonuses to stealth but depending on the situation and GM they can be used.
Barricade can make a partial cover, you can drop behind it to hid. quick stand up and run to the next one and so on. That'll help in some situations and in battle stealth.
In not battle stealth, it can be fluffed along hte way of metal gear solid, stacking a box to hide behind. Do note though, that barricades do collapses, which depending on what you used, could make noise.
Though that could also be potentially used to make a distraction noise for you to dart past someone, or steal a keycard.
That latter bit does take some GM style awareness though.

You can use Skill Synergy to get a +2 bonus to Stealth, which is not much but still at least something. If you multi class in Operative for 10 levels you can pick the cloaking field exploit that gives you +10 to stealth. The charge time for the cloaking field takes a while so you wouldn't be able to use it often.

So....stealth is a strange game to play in Starfinder. Firstly, all NPCs have solid perception bonuses because of how the NPC template creation works. Secondly, if you already know about maximum sight distances then ignore the next paragraph.
In Starfinder, in chapter 11 : Game Mastering (core), it establishes the max sight distances for each environment. The summary is, each environment has a max sight distance wherein you roll a number of dice to determine the max. So, unlike Pathfinder where each X increment of distance is a cumulative -x to perception checks, in Starfinder you either roll for perception because the target is inside the max or you just can't see the target. Now, this can be irksome to the brain, but there is an item that you can get to help maneuver this system to your advantage (albeit, only if you are stealthing from distance)...
An amulet of camouflage can help with the max sight distance mechanics of Starfinder. Skin of the Chameleon is also good. There is a toolkit that gives a +4 bonus to stealth, though only if you are sniping. I have not found an enhancement bonus to stealth yet.
Summary
+2 racial (from Halfling)
+3 insight (from Skill Focus)
+3 circumstance (from skin of the chameleon)
+4 circumstance (only if you are sniping)
Amulet of Camouflage (for max sight distances)
Oh, and +3 untyped (from being a class skill) - (depending on your class you may need to take both Skill Synergy and Skill Focus)
+1 extra if this is used for a trick attack (if you choose to be the Operative class)
Disclaimer: If you are looking to build a sniper, I would not advise being an Operative. This is because other classes can end up as better snipers via attack and damage bonuses that snipers won't get. The only thing that could make an Operative sniper worth while is flavor and attaching Bleeding Shot to your shots. As I have built and played a halfling sniper, I'd be happy to answer any further questions that you have if that is what you are going for.

If you choose the Ghost specialization, you get the Cloaking Field at level 1. Drone mechanic can get a similar benefit with a stealth drone and drone meld at level 8, only there's no need to recharge it. When I hit level 8 and got it, our Ghost operative and I became good buddies.
