As far as I can tell, there hasn't been sent any Cheliax Companion book in my direction, even though I'm a subscriber. I don't know why, but it really isn't that big of a problem, as I can just go and order a new one. Except that I won't get my free PDF, then.
And that made me think: I would really love if Paizo made it so that if you're a subscriber (and already get a free PDF version of subscription items), you get a free PDF version when you buy older products from lines that you subscribe to.
I started subscribing to the APs at the beginning of Legacy og Fire, and I would be much more inclined to go and buy the Second Darkness line if I got free PDFs along with it. And it would be a nice and fair bonus, as I'm already a subscriber.

I will take these as two questions.
It appears that your subscription had a bug, which made it skip the second volume. I have fixed this bug, and I will set your Cheliax book to go out with your next subscription shipment. There is no need to order it separately, and you will get the PDF when it ships out.
As for the PDFs of titles which came out before the start of your subscription, this is not a policy that are going to change. This would devalue the subscription premium of subscribing now to get the PDF for future titles. Our intention with the free PDF is to encourage people to subscribe and stay subscribed. Our subscriptions are our bread-and-butter and we aren't going to take any actions to threaten this.
Keep in mind, however, that your subscription to the Pathfinder Adventure Path entitles you to get the Pathfinder Advantage Discount, which applies to Paizo PDFs. You can pick up those previous PDFs at a 15% discount.
