There's no real limit world-wise. I would say you should probably never come across more than two of the same item in a whole campaign unless it's part of the current plot (like someone gathering up rods of wonder for some purpose.)
Obviously some are more restricted (elder signs and dragon seals) but after you've found your 2nd talisman of pure good that should be sufficient unless there's an overarching reason to be actively tracking them down.

Exactly as many as needed by the plot of the campaign.
For most campaigns and most artifacts (minor or not) the number is zero. Many a few minor artifacts might show up during the campaign, almost always one of a kind, and I think it would be be a rare campaign that should feature more than one or two major artifacts.

One exception to all the "it depends" is the Philosopher's Stone. There's an explicit method of making that one (the Alchemist's Philospher's Stone grand discovery), so it's "it depends, plus one a month for every level 20 alchemist with that discovery that can spare a day, minus the ones they've already used"
