So looking at the 1.6 Alchemist, it appears only Mutagenists ever truly get access to mutagens now, ss their research study gives them access to it at lvl 1. The other studies no longer get mutagen crafting at lvl 5 and thus as of right now can not make ANY mutagens.
Now sure a gm could say you have access to a formula or 2 for reasons, but that seems like down the road that will cause problems, especially in society play.

Oddly, the gaining of new formulas from lv2 onwards is no longer restricted to Common formulas.
...which means you could learn rare or unique formulas if you wanted to...
It's probably a mistake and it's meant to say that you can learn Uncommon ones too, but still, you can get Mutagens from level 2.

That's consistent with all lists in the game. This doesn't allow someone to pick uncommon/rare without specific language allowing to do so.
As an example, there is no wording preventing Uncommon/rare spells as a sorc.
That doesn't matter.
The rules for uncommon require specific language ALLOWING them.
This language is missing. (that was the whole purpose of the old level 5 ability)
So, they aren't allowed as of now...
