Stealth Goblin was born accidentally during a Skulls & Shackles campaign, and has become a pet project of mine ever since. Stealth Goblin has, I believe, the highest potential Stealth bonus in the game. He quickly outpaces every creature and NPC's Perception bonus.
Several things to note: 1) Stealth Goblin is purely a character building exercise. I do not think that he is a) a very good character aside from his Stealth score and b) very fun for a GM. When I first played him (ending up with a 24 stealth bonus by accident at level 1) I mostly played him for comedic effect because, due to bad rolls in part, the GM could not see me.
At his peak, at level 20, with his necessary magic items, and while he is standing still under the effects of Invisibility, Stealth Goblin achieves a +135 bonus to Stealth. There is some variance to this, due to Inspiration being a die roll. To account for this, I simply assumed the average result (3).
I have noted all bonus types, and where they come from. Most are, however, un-typed bonuses. I am fairly certain that I have not miscalculated anything. However, I'm not claiming this to be perfect. If there are holes, I wouldn't be surprised. Mostly, I just think the character is funny, and I wanted to see just how far I could stretch all the kooky Stealth bonuses classes and archetypes provide. I hope you guys enjoy this, and again, please remember this was just for fun. Outside of when he was first made, I have never used him as a character and I'm fairly certain no one would let me. But... I wouldn't say no to the opportunity lol.

I know a guy who brags about ravaging a party with a small bunch of goblins... it was night, no fire, the party was all human, and the goblins had darkvision and bows and they kept moving... the PCs had a frog's chance at a snakes convention.
and yeah, I'm with Meirril: Stealth Goblin has to be a PC building exercise, NPC goblins are just too rambunctious to really stay stealthy for long.

replace iron will with extreme mood swings and you can gat another +1 or +2 to dex from rage, and any other morale bonuses you come across.
Though the +2 depends on if being drunk requires you to hae the sickened condition.
