How does this not count as an attack? Also as an unchained rogue, I'd have finesse training so I get my dexterity modifier instead of strength on damage rolls with my specific finesse weapon.

It's treated as a ranged attack by its own wording, which would disqualify it for Finesse Training which requires:

So Hand of the Acolyte would replace the Dex from making a ranged attack with your Wis, and would use Str for damage as stated in its own ability description.
