Howdy.
So. Alchemists are base Trained with bombs, andnever gain more proficiency with Bombs.
Bombs are martial weapons, seemingly with no weapon group?
"Bombs are martial thrown weapons with a range of 20
feet." pg 359
However, that is different for a fighter.
At level one a fighter is"Expert in all simple and martial weapons" (base fighter) So. at level 1, they are innately more skilled with bombs than Alchemists.
At level 13 they gain Weapon Specialization (see below). So at level 13 they become a master. alchemists are still just Trained.
So the Fighter Multiclass at level 12 can pick up Weapon Expert: "Choose one fighter weapon group. You become an expert with all
simple and martial weapons that belong to that group."
So.. Do bombs have a fighter's group? As far as I can tell, they do not (they're not listed in the equipment section, and the blurb about them being martial thrown does not cite a group.) So I must assume they have no group? So even with the multiclass the Alchemist can never become more than Trained.
but, a fighter out of the gate is more trained, and later on far more trained with them?
Empower bombs seems to follow the infused trait. So.. I guess, Alchemists should just give their bombs to fighters for more reliable hits. Though a fighter can hit well enough and hard enough on their own.

Your proficiency rank for all simple and martial
weapons increases to master, and you gain access to the
critical specialization effects of all weapon groups (see
page 183). Your proficiency rank for all exotic weapons
increases to expert.
You can choose one weapon group and increase your
proficiency rank to legendary for all simple and martial
weapons in that weapon group, and to master for all
exotic weapons in that weapon group. You gain the critical
specialization effects of all weapons in that weapon group."
