My suggestion:
That skill ranks can be used to raise proficiency in a single skill at character creation and beyond, so in addition to using them to move from untrained to trained, you can also use them to move from trained to expert, right out of the gate.
Basically, it'd be cool if the Rogue could use some of their 10 ranks to spread between fewer skills, perhaps being an expert in a couple and trained in a few, at the start of the game.
This could also help to make Intelligence a little more relevant again for all classes, as it would facilitate not only skill breadth but also (limited) skill depth.
Perception, Saving Throw, Weapon, and Armor proficiencies can start out at expert. Why not a couple of skills? (Perhaps only Signature Skills?)

I agree though personally I like the wrinkle if making it onky Int based bonus skills. That gives Int a bit if a boost since it is looking a little weak right now. So trained in 10 skills then receive Int mod skill boosts. But eiter way being able to get expert by your first skill feat would be good.

So the base skill allotments you get from your class etc can only be Trained, but any bonus skills from Int can be assigned to an already trained skill to raise it to Expert? That seems fair and like a good option to me. It would also help Int be less of a dump stat. :)
