Is there a minimum damage on attacks?

We were in the quasit fight and had one of them deal 0 damage on their sting attack and could not find if there was a minimum damage dealt on a successful attack. Is there rules for an absolute minimum of damage?

No, there's no minimum but there should be. Kobolds are close to useless monsters now.

I had this happen as well, and I also couldn't find the rule for it. During the game I house-ruled that there was a minimum of 1 point of damage.

There is a minimum of 0. While not hardcoded, I highly doubt negative hit points of damage are possible, which implies you heal the target instead of harm it, which makes no sense unless there are special rules for it (such as positive/negative energy).

There's rules for what happens if you fail to do damage, and the rulebook even gives an example.

It gives an example in regards to attacking an enemy with strong resistance to your attack completely negating the damage, but I'd say that if a result is equal to or less than 0 at any given time (such as by having a penalty outweigh the dice roll), the rule would still apply.
