Wizard Feat availability confusion

On Table 3-21, pace 136, a label 1 wizard does not list a wizard feat as something that is obtained.

On page 139, where it lists feats, there are feats listed as Level 1, or FEAT 1.

If wizards don't get a wizard feat at level 1, why are there listings like this?

Humans have an ancestry feat available (Natural Ambition) that gets them a class feat; since they can take that at 1st level, any class could potentially have a class feat at 1st level.

Additionally, universalist Wizards do get a 1st level feat.

Multiclass also selects a "level 1 feat"

All the full casters don't get a 1st level feat, but instead get spell proficiency (same thing happens later at 6th and 10th, IIRC).

It's level 12 and 16. Level 6 and 10 are only non-feat levels for sorcerers because they get their bloodline powers at those levels.
