Can Necromancer Specialty Wizards heal?

Skills, Feats, Equipment & Spells

Question for all. I was looking over specialty wizards and it was starting that specialty wizards can cast any spell in their school. Heal is listed as a necromancy spell but not on the arcane list which Is understandable. There is a paragraph under spells chapter that states that sometimes spells can be cast that are not on your list, domain spells were listed as the example. So my question is that since necromancer specialty wizards can cast all necromancy spells, does this mean they can cast those healing spells under the necromancy school?

I cannot find this rule. Where do you see it?

No.

As a specialist wizard you add an arcane spell of your school, and get a a school power. Which is call of the grave. So no.
